    the phrase is carrot ON A stick,not carrot AND stick. It refers to hanging a carrot from the end of a long lightweight stick and holding in in front of an animal that won't normally cooperate in order to get it to pull a cart. usually a goat or sheep. little kids used this technique to get a farm animal to pull them around in a little cart for fun. It is not carrot or stick. You could hit a goat with a stick all day an it would never pull a cart. But dangle that carrot and the dumb goat will follow all day. Carrot on a stick means dangling an award in front of an uncooperative or stupid person in order to get the desired result. Carrot and stick is a bushism- so fool you once,don't get fooled again.
