      People think that "low bidder" stuff is a joke.   It's the law.  The government doesn't have the leeway to take a higher bid from a vendor that has a better proposal.

        Every single computer/online based program we have rolled out (I work in a public agency) has been a nightmare and/or clusterfuck.

        Employees not getting paid, vendors not getting paid, brilliant "switches" from an antiquated system that is functioning on life support to a brand new system that doesn't work worth a damn.

        With the accompanying inability to perform simple daily functions until someone fixes the brand new piece of shit system they just installed.

        I see people calling folks "apologists", and all I can say is that I've worked inside this same type of situation and it always goes to shit before it hits its stride (if ever).

        Let's not do the republicant's jobs for them.
