    It requires constant updating to stay abreast of current technology, tweaking whenever the law or administration of the law is tweaked, and constant optimization.  A website is nearly always a work in progress.  

    It's sheer folly to outsource a function so fundamental to the ACA, but from what I've been told, with the way government salaries and hiring are controlled, it would have been impossible to put together an in house development team.  

    Good point about the shoddy deal with CGI.  The Ontario province canned their asses for dodgy work and failing to meet a deadline.  They do the same thing with, and what happens?  The administration throws more money at them!  If only we all could get raises by failing to complete our work on time.

      especially this one.
      There should be a permanent dedicated team to make it the best possible. They're not exactly reinventing the freakin wheel here, either.
