    because they are still paying payroll taxes (SS and Medicare), which are an awfully big chunk of most people's total taxes anyway. Income tax would be on top of that.

      With the state/local taxes. But it is true that approximately that many people do not owe any federal income tax and that is the origin of that number. Others are correct that it was popularized by the right (and I agree that it was probably Erick Son of Erick) as a response to those "I am the 99%" tumblrs. Of course, many of the people who don't pay federal income tax are students, or the elderly on SS without additional income, or active military in combat zones, or for other reasons.
