    except that in the states that are running their own sites, things are working better, and for the rest, there are plenty of other ways to sign up other than online. (When a bank's website goes down, does that mean you don't have to pay your bills? No, of course not.)

    If I were in charge, I would scrap parts of the web design for now, especially the automatic income verification interface with IRS or Social Security, and put more money into hiring navigators to go around and help people get signed up.

    That said, if we get to Dec. 15 and people are still having huge problems signing up, then some discretion on how the mandate is enforced could be in order. But if you announce that now, then a lot of people will just procrastinate on signing up.
