    Orion has been funded at barely-alive levels since Obama tried to cancel what was then Constellation in favor of "private" companies.

    Orion was saved, but Obama has not prioritized it, and Congress has been on an "austerity" kick since they noticed the guy in the White House was a Democrat and they were Republicans, so deficits mattered again.

      because it was one of many Bush unfunded directives. Constellation simply wasn't possible with the funds Congress allocated, or would allocate, to it.
