    When Detroit went bust during the recession, Chicago and Minneapolis started seeing an influx of poor people who used their last dollars to buy a one-way Greyhound ticket to our cities. Many of them move back and forth between Minneapolis and Chicago now, but they tend to have Minnesota's MA (Medical Assistance is what we call Medicaid) because it has the broadest eligibility criteria in the country, and then there's a second tier of state assistance on top of that for people making a little more money. People are not stupid. They leave places without opportunities or safety nets. Even the poorest eventually pick up and go, especially when the disparity between states is so great. You might think that droves of poor disabled people who can't work coming in would bankrupt the program, but it's held up fine because we have historically had one of the highest rates of insured people so there is a lot of room to spread the costs around. And eventually the states hemhorraging people will see economic and political consequences.
