    for which, of course, there is no simple answer.

    As the global warming denialists have shown, repeatedly, the easiest course is to dig in your heels and chant "Nothing to see here, the evidence is inconclusive."  That is the ever present danger adhering to the Significance Testing approach used above, which stresses the avoidance of false positives.

    The inverse process is Statistical Power, the ability to spot an effect (or to detect a signal) when one is actually there.  I don't know of a power test for homogeneity off hand, but I'll see what I can find.

    For there have been politically motivated killings.  The significant questions are how many are there, can they be factored out from the background, and are they on the rise?

    These issues involved reasoned analysis.  Numbers will inform the analysis, but they will not determine it.
