    My guess is that a lot of the approval /disapproval is based on a person's access to and familiarity with the internet.  For older people getting their info from TV there is a tremendous misunderstanding of the law.  As an example; my mother who is in her late 80's believes that she is going to have to make difficult decisions, get involved in endless bureaucratic hassles and end up losing her Medicare plan that she has had for years.  She's not alone, all of her friends share the same fears and these aren't fox news watchers, maybe some MSNBC but mostly Brian Williams folks.
    For younger people there is really nothing to lose; they understand the need and they're not going to be dissuaded by a slow website.
    For those in their 50's (a demographic I've recently passed) everything that affects the period from now to retirement and beyond is suspect.  Their time to make a course correction is mostly behind them and so many of the proposed changes to earned benefit programs would be targeted to start with them.
