    If you google, say, "buy blender" google will serve up a page where you can shop for blenders, compare prices, read reviews on blenders, and eventually get to a site that will take your credit card information and send you a blender via UPS or maybe USPS.

    This isn't much different from what the ACA website does. It's a financial transaction for purchasing a product, maybe with a coupon for a big discount. The "do you smoke" question is roughly comparable to a store asking "Is this blender for home or commercial use?" because that would make a difference in the model they'd recommend you purchase.

    Both of the statements you reference mean the same thing: HIPAA covers safeguarding medical information. No medical information, no HIPPA concerns. Frank Pallone didn't use the acronym HIPAA in his interview, Carol Costello did.

    Missy Blackburn is trying to scare people with privacy concerns about their Health Care away from using the exchange to purchase Health Insurance, because both terms use the word "Health."
