    she would realize that hospitals, insurers, pharmacies, and physicians offices long ago figured out to to comply with HIPPA and how to deidentify patient information.

    The medical industry has long ago learned how to research data to compile statistics or investigate, say a new flu outbreak, for research purposes, without breaching patient privacy.

    The American Red Cross also gathers a lot of information about its donors and has to be able to trace back from a donor unit to the donor, all the while protecting the donor's privacy. (For example, if they think a particular unit was transfused and caused an infection or other abnormal issue in the donee patient, the ARC will investigate and can trace the unit's id back to the donor.)

    Incidentally all the above mentioned businesses were protecting patient information before the HIPPA was passed into law.
