    Food stamp fraud is not about individuals somethow gaming the system, it's because some corner store is selling thousands of packs of cigarettes at the price of $10 in food stamps.  No doubt the details of this sort of thing has changed over the years, but when there's fraud it's usually a shopkeeper making tens of thousands of dollars.   One of the reasons for going with the electronic cards is to prevent someone from buying a used car with a briefcase of food stamps (and yes that used to happen).

      It is not just the retailers. There are people being paid under the table inappropriately getting Food Stamp Benefits. The Federal Government needs to be more aggressive in combating fraud.

        fraudsters, rather than insisting that Gummint cut and cut their employment rolls, in the name of smaller gummint. Fraudsters can be caught but only if you chase them, which means hiriing them, and  not cutting the SNAP fraud directly, notto cut SNAP itself which as with most remedies Rs propose, hurts millions in order to catch hundreds, if the hunters do well.  

        This flat assuming of a certain quality of fraudsters is unpleasantly like the assumption in the Court of Appeals case in Texas which came down today in which the court flat out assumed without proof either, that there were mortality and morbidity problems with abortion providers in Texas which justified what Texas did to try to tie all providers to phantom hospitals in the name of regulation of doctors.

         IIRC,  the cut here was a flat out assumption on the part of legislators that the cut was equal to the amount fraudsters took out of the SNAP system, without proof, and was explained as a way of cutting out the fraud, as if cutting the amount would make fraud impossible, when it does not run on the amount of SNAP stamps a particular recipient got.
