    It would be illegal. But it's also a little strange that this guy is the procurement officer, and is saying an alternative proposal was submitted and still calling it a no-bid contract...

      ...just how far-reaching Public Act 436, Michigan's Emergency Manager law, is. The Emergency Manager can basically do whatever the hell they want.

      From Section 12:

      Sec. 12. (1) An emergency manager may take 1 or more of the following additional actions with respect to a local
      government that is in receivership, notwithstanding any charter provision to the contrary: [...]

      (g) Make, approve, or disapprove any appropriation, contract, expenditure, or loan, the creation of any new position, or the filling of any vacancy in a position by any appointing authority.

      Emphasis mine.
