    It was a pork plant with prison - slave labor.  Judges stopped putting people on probation who would normally be put on probation, and stopped sending violent criminals to the state penitentiary where they needed to be instead of menacing folks in the county.  The owners got unpaid labor cutting up the pigs and packaging the meat.
