    Because of the higher premium costs for older people, the premium cap of 9.5% for those under the 400% FPL level can make a substantial difference.  For example, assume the quoted $736 premium for the silver plan is the same as that for the benchmark plan in her area.  An individual making 401% FPL would pay that entire amount.  An individual making 400% FPL would only pay about $364.  A graphical representation of the impact can be found in Fig. A-2 of this CRS report.  Overall, higher benchmark silver premiums result in greater disparities between those that qualify for subsidies and those that don't.
