      the lack of personnel consequences meaning "John Kerry is lying."

      Whether you think that "being retired" is enough of a punishment or not, such actions are (as you suggested) a good indication of whether the administration is "lying" about being in the dark on this.

        a) The NSA has gone rogue, jeopardized important diplomatic relations. Keith Alexander enjoys a comfortable retirement as punishment. AKA "The buck stops elsewhere" defense.

        b) Obama knew about it, authorized it, and now that the shit hit the fan, he throws the NSA under the bus by lying about it. Keith Alexander enjoys a comfortable retirement as punishment.
