    process. Initially, the script they had was to just wait out the site glitches. It wasn't until a couple weeks in that the talking points shifted to apply via phone (and the website was updated to reflect that as well).

    Having been through the process, I will say that I cannot imagine applying via phone given the volume of information you need to sift through to compare plans. In Illinois, there were dozens and dozens of plans and it took quite a while to just sit down and compare the pros and cons of each.

    I can see how the application can start over the phone, for sure. That would certainly take care of many of these initial account hangups. Then folks can log in and compare plans on their own time.

    That's just my take, though. I research everything to death, so a 30 minute call wouldn't cut it. :)
