    I can assure Rand Paul's office that providing a footnote or reference number to indicate the source of the idea/research does not give one license to reproduce another's words verbatim without bracketing the text in quotation marks or block-quote format. Even then, courts have imposed limits on how much "lifting" is acceptable--even when someone lifts their own words from a publication for which another owns the copyright!

    All that the footnote/reference number does is insulate you from charges of plagiarism when you reproduce another's idea after making your own intellectual contribution by rewording it or including your perspective.

    In my business, doing what Rand Paul has been doing is considered plagiarism even if the victim does not complain, and it can get you sued or blacklisted.

    And to Cato Institute, putting someone's writing on your Website does not give you ownership without a signed form documenting transfer of copyright and thus it does not allow you to absolve someone of plagiarism when they steal something posted on your Website.
