    compliant. It requires it in fact. The ACA does allow old plans to be grandfathered.  Many insurance companies are doing what they always do: cancel plans.  They are ignoring the safe harbor for eligible plans.

    The truth is that the individual market for health insurance is being revamped to provide actual insurance coverage instead of junk.  However, in a subset of that market (we don't know the exact number but it does represent thousands of people) they will be paying more out of pocket for a premium to get that better, ACA compliant coverage. It produces better health outcomes in the aggregate, provides better value to people/businesses but could hurt the pocketbook at least in year 1 of the change.

    This is one area where the Administration may need to provide a 'fix' in order to manage the upheaval. It could be in the form of a higher subsidy, or an option to buy into Medicaid or medicare for this affected market.

    However, the Republicans will never go along with any change that makes the ACA more likeable, so it is up to the GOP voters to demand a fix instead of repeal, which on the face of it seems unlikely.  

    What will likely happen is that the GOP will scaremonger the ACA more with this actual impact and that will have to be compared to the positive experiences that people have.
