    Anyone out there know anything about Connecticut school finance?

    In this state, school districts periodically submit reports to the state with data indicating enrollment dates, etc.  This is how each district receives its funding... base formula x students enrolled (plus dollars kicked in by local referendum).   We have open enrollment windows where a student who resides in one school district can attend school in another with the agreement of the superintendent... but even this is waived through an "open agreement" among many school districts.  Heck, in this area we have school districts that regularly try to pull away students from other districts.

    Unless Connecticut school districts receive some fixed annual amount... which makes little sense given the volatility of student enrollment numbers... how could someone possibly be "stealing" and education?  It matters little where the student goes to school... there will be a cost associated with it.
