  •  Precincts don't all have the same votes (5+ / 0-)

    They can vary wildly not just in turnout, but in population and the numbers of registered voters.  Nothing says precinct lines have to be redrawn for population changes, as there are no precinct-level elected officials.

    So "number of precincts" outstanding doesn't tell you much at all even if you know where they are and their partisan lean, unless you have the encyclopedic knowledge of how many raw votes to expect from each one.

      ....in a number of states.  Any idea if there are a lot of empty precincts in Virginia.

        I think all precincts in Virginia have actual voters.
