    Fuel in #4's pool is a bit more energetic - closer to 700,000 rods. Assemblies are 4 bundles and a boron 'blade' (admitted to have completely corroded away some time ago). They need all this seemingly redundant framework in order to maintain strict spacing tolerances measured in microns. Number of rods in the bundles can vary, thus so can the number of rods in assemblies. 60-something is the low end.
