    If the future customers are overwhelmingly sick and financially distressed, while the young and healthy do not enroll and elect to pay the penalty instead, those 'captive' customers are going to be a poisoned chalice, especially if they can't drop people for pre-existing conditions or reaching coverage limits. Instead of saving the industry, it could accelerate its financial collapse.

    Now I'm not hoping for that, but if it does happen, then there are only two options: a 9-11 style bailout of the health insurance industry, or single payer.
