    the Dept. of Labor under the Fair Labor Standards Act (FLSA).  Originally, a committee of board members of the FLSA set the minimum wage and it was calculated as a certain percentage of the current poverty line for a family of four.  Every time it is amended, however, the proposed new rate is set by the senator(s) or representative(s) who introduce the bill, and they are not required to follow any particular formula.  The final rate, of course, is set by negotiation between the houses of congress
