    because the ACA offered a 50% tax credit for the cost of their health insurance for companies with 25 (or equivelant) employees.  So in short, the fine might not be cheaper than if they actually went ahead and provided care, depending on the prices in their market.

      ACA could regulate certain insurance practices (preexisting conditions, etc) but not make employers or insurance companies act in the best interest of ordinary people.  But not providing insurance will only hurt employers -- how many employees will choose to work for a company that offers no coverage?  The best employees will go elsewhere.  And those who stay will get sick, miss days of work, and not perform at their best.  Good luck with that, cheap bosses.
