    A friend of mine was the victim of this in CA, although, interestingly enough, by Aetna, and not by Blue Cross / Anthem.

    The grift worked like this:

    1. They offered a cheaper plan to people holding grandfathered plans earlier this year.
    2. If you took the plan, it went in affect as soon as you signed.
    3. You then got a letter from these low lifes that that new plan you just signed into?  Well, they decided all of a sudden that they were going to cancel it as of 31 December.

    Bait and switch.

    Unless they did this to you, it wasn't the same thing.

    And yes, very much deceptive, and evil.

    Somebody needs to go to the slammer.
