    Of course it was based on the dubious idea that people in relationships never have sex outside of those relationships but there was certainly some reason to presume that a solid relationship would reduce the amount of casual--and therefore presumably risky--sex. Still, although there were some pioneers who were insistent on full marriage equality early on, I don't think the movement really got started in earnest until the mid- to late-1990's, by which time the state of the art for treatment had greatly improved.
