    ...leadership votes. In the Senate, it obviously also matters for cloture and regular votes, but caucusing and committee structure seemed to me to be the heart of what the diarist was getting at. It also is central when talking about the House, and electing Blue Dogs vs. Republicans. The Blue Dog may not be a consistent vote on issues, but they count when it comes to committees and Speaker. That was my take on the diary, anyway. =)
