    Applications can be for individuals or families.

    But, the number is inflated to an extent because of the standard used.  

    They are counting every applicant that went through the process, got a quote and put the plan in the "shopping cart".

    If applicants are dissatisfied with the price (as is being frequently heard) there is no guarantee they will take the plunge and purchase the plan.

    Ironically, if a private company used this system as part of a revenue/sales announcement they would be guilty of violating Federal regulations and Generally Accepted Accounting Principles and be subject to government sanctions.
