    846,184 completed an application and 26,794 selected a plan.
    to me, it would seem logical that in order to complete an application, one would have to select a plan.

    but yet it seems like only 3 or 4% of such people did?  Just what were the 96%ers applying for?

      entered all their information and, I would assume, confirmed eligibility for a plan, but haven't decided yet which one to take.

      You must complete an application to view a plan. In addition to that, you must verify your identity in order to view plans. Healthcare.gov has had issues verifying identities (they use Experian, by the way) so if you got stuck on that step, you won't be able to view plans or add them to a cart.

      Personally, I've created 3 accounts. My first account (created on day one), I cannot log in to. I can send password reset emails, but when I click the link to follow through, I cannot reset it.

      I created a second account about a week after. I completed an application but have been unable to verify my identity. You must verify your identity before you can even view plans/prices and select one. The site tells you to call experian, but there's nothing you can do when you call them since you don't have a reference number. I submitted a photo of my ID, and have been waiting for that account to verify -- it is still unverified.

      I created a third account a week after the second, I was able to actually get my identity verified and have been able to view plans.

      For what it's worth, I'm a single, young male with no health issues. I currently purchase insurance outside the exchange. I will not be purchasing insurance off the exchange.

      TL;DR; I have opened 3 accounts, "completed" 2 applications, added 1 plan to a cart, and a partridge in a pear tree.

      People like me that have applied multiple times trying to actually complete the process.

      Just tried again this morning for the 14th time from scratch, still stuck in the "view results" "getting started" infinite loop.

      A mind like a book, has to be open to function properly.
