    You must complete an application to view a plan. In addition to that, you must verify your identity in order to view plans. Healthcare.gov has had issues verifying identities (they use Experian, by the way) so if you got stuck on that step, you won't be able to view plans or add them to a cart.

    Personally, I've created 3 accounts. My first account (created on day one), I cannot log in to. I can send password reset emails, but when I click the link to follow through, I cannot reset it.

    I created a second account about a week after. I completed an application but have been unable to verify my identity. You must verify your identity before you can even view plans/prices and select one. The site tells you to call experian, but there's nothing you can do when you call them since you don't have a reference number. I submitted a photo of my ID, and have been waiting for that account to verify -- it is still unverified.

    I created a third account a week after the second, I was able to actually get my identity verified and have been able to view plans.

    For what it's worth, I'm a single, young male with no health issues. I currently purchase insurance outside the exchange. I will not be purchasing insurance off the exchange.

    TL;DR; I have opened 3 accounts, "completed" 2 applications, added 1 plan to a cart, and a partridge in a pear tree.
