    they can process 17,000 applications per hour and handle 20,000 concurrent users.

    I believe that's about half of the benchmark they set.  But that's far from saying it "isn't close to working status".

      users having new policies, or is the information just being transferred to somewhere else to be processed "later"?

        the only place they get transferred is to the insurers after they select a plan.  According to their data yesterday, they've got 975,407 applications waiting to select a plan.  Now I don't know why they haven't selected a plan yet but I do know that when I signed up for Medicare this summer it took me a couple of months of researching all of my options before I finally selected a plan and submitted my first payment.
