    In fact he can make it "voluntary" for private citizens to withhold their patronage of private insurance industry.

      Sometimes the executive branch doesn't enforce the laws on the books. A good example of this was an old law requiring males of a certain age to buy a gun. This law was never enforced, but it is often cited why the government can force people to buy a product.

        The enforcement of the ACA is voluntary.

        And it depends upon constituencies, expedience and optics.

        What a mess.
