        I think the point is that we humans have a tendency to put things off, especially when we think we have plenty of time to act.  

        The Massachusetts numbers have been used to show this tendency in a context similar to ACA.  As the reasoning goes, part of the low enrollment numbers have nothing to do with the website or the law generally, but with humans being our procrastinating selves.

        At least that's what I've seen when the comparison has been made (I think on the MSNBC nightly line-up, but it could have been elsewhere; I don't remember).

          i just wasn't 100% sure which time frame the mass numbers we are dealing with.  I imagine that because of ACA-lite already in place there, there will be low enrollment, plus they probably have their own exchange.
