    That would require supermajorities in Congress and the states. We have to think first of what we could do the next time we get control of the House.

    I favor a new Voting Rights Act that would mandate non-partisan redistricting commissions, and compact, contiguous, possibly convex districts drawn strictly without regard to race and any other demographics. Also a new Preclearance List that would make it clear that after the initial list was created, states, counties, and cities would remain on the list not because of the initial formula, but because of continuing behavior. (That was the actual effect of the previous law that the lying liars on the Supreme Court claimed was outdated when they struck it down.) And measures against everything Republicans have been doing to suppress the vote, and against anything new they might think up.

    If you are serious about your proposal, you should bring it up at ALICE, the progressive think tank for legislative proposals, or as you might say the anti-ALEC. Anyone can suggest a bill there and start drafting it.
