    I was impressed by the plans, unimpressed by only two companies offering them, but very pleasantly surprised by the premiums.

      with very good rates, some of the fringe companies may have decided not to compete. And in a strange way, a little less competition can be good for the consumer. First, the more enrollees a company has the better chance they have of getting enough healthy people in all age brackets to balance the unhealthy. And the requirement to pay out at least 85% of premiums in claims will keep them from raising rates even with less competition. Second, it was often fringe/smaller companies who offered the junk stuff or only made money by constantly churning their pools, lopping off the unhealthy as soon as they got sick. Forcing out these guys is a good thing.
