    Understand now, totals are true totals for the states that have updated; and the original figures for the states using the Fed website.

    I know the Fed enrollees are overstated because they are cointing as enrolled everyone who put a plan in the "shopping cart" as opposed to the normal requirement that a peson isn't counted as enrolled until they've made a payment.

    But, do we know if/which states are using that definition?  Because it should give us a better feel for just how good/bad the numbers are.

      First of all, I don't think the website will even know when a person has made a payment in all cases, but that aside, why should anyone make a payment for insurance before it is actually due on Dec 15?

      I think the best measure of "enrolled" is that someone has made their choice, and that has been passed on to the insurance company, with or without payment. And I think that is the measure they are currently using.
