    make small changes to something: to make a minor change or alteration to something, or change slightly, especially in order to improve
    Removing the mandate is not a small change; It would destroy the essence of the law. That math wouldn't work out even in theory without the individual mandate. This is exactly why the President has refused to even DELAY it, let alone eliminate it. Obama would veto any bill that removes the mandate because he knows that it would gut his signature accomplishment. Without young, healthy people paying for insurance and others paying the tax penalty, the cost to insure people with pre-existing conditions and 26-year-old kids would be cost prohibitive. Insurance companies would have to raise their premiums drastically to make a profit.

    What I'm saying is that without the mandate, there is no ObamaCare. If you are against the mandate, you are against ObamaCare. Or am I just being obtuse?
