  •  I can explain the CGI and CITAT (0+ / 0-)

    They are both holdovers from before 2003 when the Coast Guard was a part of the Department of Transportation.  Having the Coast Guard Institute there never made much sense, but was done because it was a somewhat central location that everyone had to travel equal distances to get to.  

    CITAT was put there because it isn't just Coasties that go to the school, and not all containers arrive by ship.  Containers arrive via truck or rail from Canada and Mexico, and people who work outside the shipping industry needed to go to the school.  Since DOT ran the school, it was put at a somewhat centralized location to make it equally painful for everyone to go there.  

    I went to CITAT two years ago -- pretty good experience, but Oklahoma City is a fairly boring place.  I agree that they should move it at this point to either Yorktown or Petaluma.  

    A desperate disease requires a dangerous remedy.
