    connected developments:

    Ike sent U.S. military advisers to assist the forces of the puppet regime of Diem in the South

    and

    Ike and his administration encouraged Diem's intransigence in failing to implement Geneva.

    Your comment does a mild disservice to history when it suggests that Ike sent US troops (advisers, not combat, mind you) "to ensure that the Geneva Accord elections did not occur."

    Sorry to appear so pedantic on the point, but I think it is important to keep actions and their motivations straight in our heads.

      thereby working to ensure that the elections and reunification did not occur, which was the motivation for both sets of actions.
