    ... allow Senators to duck the key issue. They can be solid for their base, cohesive with their leadership and handle the underlying issue through a procedural finesse.

    In fact, there are many, many other ways to accomplish this goal of duck-and-shuck. Pairing of votes used to be such a way. Explaining votes on the grounds that the issue wasn't presented correctly is another. Never reaching agreement on budget bills, but looking for a Super-Uber-Committee to do ... something. Earmarks to slip targeted spending in, and their substantive cousins, Technical Corrections. Kicking the can down the road'll do it, too.

    These are very bipartisan ploys. Transparency that shows these up or bars them ... sucks!
