    pot being illegal allows the option to throw "undesirables" in jail or mar their record with a felony conviction so they can't vote. If you look back at the history, part of the motivation to make "marijuana" illegal was because of the Mexican population using it out in Arizona. It provided a way to get rid of them or lock them up. (the more things change, the more they stay the same, eh?)

      off about how stupid people were for voting down a tax on soft drinks in their area....then talking about how great it was that people did vote down a tax on foo-foo coffee drinks.

      It's always been this way in the US since states first started outlawing opium dens while allowing the sale of laudanum over the counter.  It wasn't the drug, it was the Chinese.

      What gets banned is almost entirely based on ethnicity and class.  Cocaine was banned in the South way before it was banned on a national scale, because African-American sharecroppers used to use it during the plowing to get through.

      When they finally got prohibition passed, it was largely on the back of hate for Catholics and Eastern Europeans.  The driving argument in the public was to shut down the pub and taverns where those men congregated.

      Overall, even though these laws tend to be written broadly, law enforcement does a good job of making sure they're used to hit the intended targets.
