    Gerald Ford. Yes, I know, all about the football without the helmet joke, Chevy Chase's pratfalls, etc.  But he's the last GOP nominee to have actually been qualified for the job.

      George HW Bush IMO did a pretty good job, consistently put the country ahead of his own interests.  Its just hard to separate him from those awful Reagan years.

      GW Bush is IMO pretty smart if you are just talking IQ or street smarts but basically pretty lazy, terrible judgment about people, terrible judgment about what makes good policy, could not take disagreement, and don't get me started on his self serving lack of integrity.  Read his Decision Points and that man just refuses to admit his mistakes (that is, he knew when he made a mistake but he's too street smart to admit it).   Unlike Cheney, who I think is psychologically incapable of even realizing he made a mistake.
