    Why can't they let the carriers sign up participants, directly? Open the damn floodgates.

      ...is that insurers are certified at the state level, not the Federal.  It really is a maze to see which insurers operate in which states, and to what extent.

      In addition, I think that the 'comparison shopping' aspect of ACA exchanges (both state and Federal) is very important; without it, this would quickly turn into an effective bonanza for whichever insurer(s) could push their advertising/marketing most aggressively.

      The word "parent" is supposed to be a VERB, people...

      if you look at Romneycare, similar ramp ups were needed
      while this isn't rocket science, the first design of our rockets was done with slide rules, not computers, so in a way, it's way more complicated.
