    how background checks would be useful.  The only pertinent thing on a record would be charges of child abuse/neglect.  And if that's the case, the adult is already going to be in the system for being monitored by social services and the courts if children are ever returned to live with that adult.

    Adults who want to abuse children secretively have been and will do it whether they use homeschooling as a "cover" or not.  This type of problem existed before homeschooling and will continue to exist as long as there are creepy disgusting humans on this earth, which is to say forever.  And mostly they eventually get caught, hopefully sooner more than later.  Too bad we can't prevent every bad thing from ever happening to kids in the first place, but I don't want to live in that kind of a police state/dystopia.
