    Can they read, write, do arithmetic? There are education standards galore. It is up to the state to figure out what the minimum standard is, just like with every other student.
    Physicals can be given by the board of health. Who else? It is not complicated.

      to suggest all sorts of things to be done to other people and their children. It is extremely complicated and expensive and intrusive to actually do those things.
