    I said, Democrats and the Tea Party fulfilling McCain's fondest wish is going to come back and bite us. Wasteful? Some were, but they accounted for less than 1% of budgets. And sometimes they were the only way poor states and districts got funding--witness all the things in WV with Byrd's name on them.

    And, they gave leverage for getting votes for controversial legislation.

    Now, the only real tool for party discipline is committee appointments.

    Unlike parliaments, we don't have the distinction between "platform votes" and "free votes" or "conscience votes." Nearly every vote by a legislator in our system is a "free vote."

      One reason we send people to Congress is because they supposedly know what their districts or states need, and are in position to obtain funding for specific projects. It's a way of dealing with what are essentially local matters in a national framework. When you think about representing constituent interests, isn't that what it is about at least partly?

      The caricature that somebody pays off a Congressman in exchange for pork is true enough, but it's not the whole story.
