    correct rubric under which your analysis is made.  That term is identified with Kissinger-syle machinations characterized by underhandedness and double dealing whose primary intention is to enhance and expand US power in the world, not forthright negotiations such as these entailed, led not by US negotiators but by the EU's lead negotiator, Catherine Ashton.
