Karzai has thrown multiple new issues on the table, in the 11th hour of negotiation. He doesn't want to be a lame duck after Jan. 1, which is why he is trying to kick this deal to April. But we need to get it settled by the end of the year, or start the process of pulling out. Guantanamo is just one of several things that Karzai is demanding for his own personal purposes.

Same for demanding that the U.S. stop attacking houses.

Karzai made public demands about Guantanamo in 2005. One result was release of Mullah Abdul Salam Zaeef, who had served as Afghan ambassador to Pakistan prior to being snatched to Gitmo. And tortured.

He repeated demands in 2007-2012 when he got control of the main prison in Afghanistan.

Karzai arranged a house for Zaaef. Subsequently Zaaef has led efforts to negotiate a possible unity government with Taliban.

Taliban is unlikely to try to conquer Afghanistan again. Conditions are different from the 1980s. Talibs would not have local militias available as from the period after the Russian War.

Attacking Americans is a different problem -- everybody does that. It's "just retaliation" for murders.
