    It's been clear from day one that he's completely over his head in the snake pit that is Springfield. His political instincts are consistently wrong. He waffles when he's in a position of strength and digs in his heels when he's in a position of weakness.

    The one and only thing he did right was push for the personal income tax increase from 3 to 5 percent. (Which, naturally, Republicans cast as "a 67 percent tax increase," which is mathematically true -- notwithstanding that Illinois's tax rate is still the second-lowest of all states with flat taxes.)
